Changes to the ACFI High and Low Care Definition
The Department of Health and Aging recently made a decision to change the definition for High Care under the Aged Care Funding Instrument (ACFI).

There will be no effect on the level of subsidies provided for different ACFI categories. The only thing that is changing is the categorisation of residents into Low and High, which will be much the same as it was before the ACFI was introduced. As a result, some ACFI categories will shift from High to Low Care, reducing the proportion of residents funded at the Interim Low rate.

These changes take effect from 1 January 2010. Medicare Australia, however, have informed software vendors that they are currently in the process of finalising the business requirements in partnership with the Department of Health and Ageing (DOHA). This means that they will not be implementing any system changes prior to April 2010 with the expectation that when the change occurs it will need to be back dated to 1 January 2010.
